Difference in Welfare Between Singapore Citizens and Permanent Residents: Education
1. Child Care Fee
If the child is a Singapore Citizen, fee payable at the some childcare centers such as the ones operated by the PAP Community Foundation will be lower as compare to fee payable by the Permanent Resident. The amount of difference will vary from center to center.
2. Child Care Subsidy
If your baby is a Singapore Citizen, she or he will be able to enjoy the child care subsidy when attend locally registered child care center. Depend on the monthly household income, the maximum subsidy may be as high as $740. Please refer here for more details. Child care subsidy is not available to Permanent Residents.
3. Primary One Registration Exercise
Once a school's vacancies is less than the number of applications, balloting is used to determine the allocation of available vacancies. Singapore citizens will be given two ballot slips as compare to permanent resident who is given one ballot slip.
4. School Fees
Singapore Citizens and Permanent Residents will pay different amount of school fee in primary schools, secondary schools, junior college and centralized institution. Please refer to the table for a comparison of the monthly school fee.
5. University Tuition Fees
Three local universities: National University of Singapore, Nanyang Technological University and Singapore Management University tuition fees will charge different tuition fees for Permanent Residents and Singapore Citizens.
National University of Singapore: for 2013/2014 academic year freshmen, difference in annual tuition fee between Singapore Citizens and Permanent Residents is more than 3,000 and the difference is more than 9,000 in medical school.
Nanyang Technological University: for 2013/2014 academic year freshmen, difference in annual tuition fee between Singapore Citizens and Permanent Residents is more than 3,000 and the difference is more than 12,000 in medical school.
Singapore Management University: for 2013/2014 academic year freshmen, difference in annual tuition fee between Singapore Citizens and Permanent Residents is more than 4,300.
