Difference in housing benefits for Singapore Citizens and Permanent Residents can be summarized as follow:
1 Permanent Residents can only buy resale HDB flat from the open market, and cannot purchase new HDB flat from HDB under built-to-order (BTO) scheme, or from private developers under design, build and sell HDB (DBSS) or condominium Apartment (EC) schemes.
2. CPF housing grant: Singapore citizen purchase a new or resale HDB flat for the first time can enjoy $30,000 CPF housing grant. This housing grant is not available to the Singapore Permanent Residents.
3. Singapore Permanent Residents need to pay additional 5% stamp duty when purchase first residential property. Singapore Citizens do not need to pay this additional stamp duty when purchase their first residential property.
4. Singapore Permanent Residents need to pay additional buyer stamp duty of 10% when purchase second residential property. Singapore Citizens only need to pay a 7% of additional stamp duty when purchase their second residential property.
